Abu Mazen's plan

With various 'Palestinian' officials saying how it 'wouldn't be fair' for the Americans to cut off aid money as a result of Salam Fayyad's resignation, 'moderate' 'Palestinian' President Mahmoud Abbas Abu Mazen has a plan to keep the aid money flowing.
Palestinian law requires the president choose Fayyad's replacement within two weeks, but Abbas has outstayed his own term by four years and parliament has been defunct for years.
He may yet wait for an elusive Hamas-Fatah pact before he appoints a unity cabinet, which could take months.
In other words, Abu Mazen won't appoint a replacement. He'll have an 'interim government' headed by... Salam Fayyad...  and the American (and European) aid money will continue to flow, at least until there is a reconciliation with Hamas (at which time Congress would likely force a cutoff in aid money anyway).

What could go wrong?
