US foreign aid at work: State department doesn't support linking Iraqi aid to Iran-Syria shipments

The United States spends billions of dollars annually on aid for Iraq, and hundreds of Americans sacrificed their lives to ensure freedom for Iraqis until President Obama suddenly pulled out US troops. But all of that means nothing according to the State Department.

Congress is furious that Iraq is allowing weapons shipments and military personnel traveling from Iran to Syria to pass through its airspace on commercial aircraft. This week, Senator John Kerry (D-Ma) asked Robert Beecroft what the US is doing to try to stop these shipments. Beecroft, who is likely to be the next US Ambassador to Iraq said that the US has told the Iraqis that the shipments must stop. Unfortunately, it seems that Beecroft is speaking softly and carrying a wet noodle. The State Department will not even threaten to cut off Iraqi aid if the flights don't stop.
The State Department of the United States said, Thursday, that it does not support the proposal of a senior senator to make future aid to Iraq dependent on the cooperation of the Baghdad government in stopping Iranian airplanes suspected of delivering weapons to Syria.
Spokeswoman Victoria Nuland told a State Department media briefing, "We've been very clear about our ongoing conversation with the government of Iraq, and our view that they either need to deny overflight requests for Iranian aircraft going to Syria or to require that such flights land in Iraqi territory for inspection."
But why would Iraq listen to the US if there is no threat to back up that demand? What could go wrong?
