Well, duh! If you're going to be a kleptocrat (Mark Steyn-invented word describing corrupt third world "public servants"), it's really smart to be discrete about your thievery. Especially when your regime is struggling to survive against the will of it's people, who it's killing in the thousands.
The other side of the coin, boasting about the fruits of your thievery on your Facebook page, is pretty stupid.
