Lebanese Foreign Minister says kidnapped soldiers in good condition

I'm still having trouble with the JPost's web page, but this came from their Israel alert service about five minutes ago and probably doesn't have a link yet anyway. When I read this, my first thought was "What Lebanese army are we hoping will take over the country's southern border with Israel instead of Hezbullah?" This statement indicates - to me anyway - that the 'Lebanese government' is in cahoots with Hezbullah and vice versa. Unless of course President Fouad Siniora is now going to fire his foreign minister too:
Lebanese FM says kidnapped soldiers in good condition

Lebanese Foreign Minister Fawzi Salloukh told a French news agency that the captured IDF soldiers were in "good physical condition" on Sunday.


This was the first time the Lebanese government released any statements about the two soldiers captured by the Hizbullah 12 days ago.

If the government is not in cahoots with Hezbullah, how does the 'foreign minister' have the knowledge to make a statement like this?
