Abu Mazen won't negotiate with terrorists

At the Corner on National Review Online, Andy McCarthy gets a laugh out of 'moderate' 'Palestinian President' Mahmoud Abbas Abu Mazen insisting that he won't negotiate with Hamas because they are 'terrorists.'
Has anyone broken this news to the State Department? To the Iraq Study Group? To Speaker Pelosi? Doesn't Abbas grasp the importance of engagement? After all, you don't make peace with your friends, you make it with your enemies, right? Gotta talk. This unilateralist cowboy "we won't negotiate" routine — well, it's just so knuckle-dragging backward. What will the International Community say?
Unfortunately, the real question is, if Abu Mazen won't negotiate with terrorists, why should Israel negotiate with him? After all, Abu Mazen himself is a terrorist: he planned and financed the murder of eleven Israeli athletes at the Munich Olympics of 1972 (among other things).

Does that mean that Abbas is "instransigent?"
