Taxpayer supported institute at Columbia to boycott Israel?

Lila Abu-Lughod, anthropologist at Columbia, has just signed a letter in which she “pledge[s] not to collaborate on projects and events involving Israeli academic institutions.” Fine for her, but she’s also director of Columbia’s Middle East Center, which is a Title VI taxpayer-supported National Resource Center (NRC) for the Middle East (http://bit.ly/aboutmei). An NRC is supposed to “maintain linkages with overseas institutions of higher education and other organizations that may contribute to the teaching and research of the Center” (http://bit.ly/titleVInrc). So is a (taxpayer-subsidized) academic unit of Columbia now boycotting Israeli academe? Please clarify, President Bollinger.
