Postponed again

Well, what a shock. The publication of the Palmer Commission report on the Mavi Marmara terrorist attack on Israel has been delayed once again at Turkey's request.
UN Secretary-General Ban Ki-moon informed Israel Sunday that he was postponing – yet again – the publication of the Palmer Commission report on the Mavi Marmara incident last year, to give both sides additional time to reach an agreement that would obviate the need to release the report.

As was the case the two previous times, the postponement was, according to Israeli officials, requested by Turkey.
Even if we were to reach an agreement with Turkey (and I think hell will freeze over first), why does that obviate the need to release the report? Doesn't the report have value in its own right? Shouldn't an independent investigation into what happened shape whatever further steps should be taken?
The Palmer Commission report, which has already been written, is widely believed to uphold the legality of Israel’s naval blockade of the Gaza Strip, and its right to intercept vessels trying to break the blockade.

The paper also reportedly takes Israel to task for using disproportionate force in stopping the ship, but does not call on it to apologize for the incident.
And that's why the UN doesn't want the report to see the light of day - why blemish their perfect record if condemning Israel every time?

If our government had junk, they would demand that the report be released as a condition to any further negotiations with Turkey over this. The report's release would apparently make it clear that the entire incident was Turkey's fault, and would obviate the need for a groveling 'apology' rather than obviating the need for the report.

From the article; "The paper also reportedly takes Israel to task for using disproportionate force..." ----------- I am so sick of hearing the term disproportionate. The enemies of Israel far outnumber the Israelis, so if Israel were to only retaliate proportionately, it wouldn't take israels enemies long to wipe out all of the Israelis.
