Anybody can do anything.
Israel can unilaterally declare war against its neighboring terrorist entity.
Unfortunately, not everyone has the guts anymore to do the right and smart thing. That's how we got here.

But then if the Palestinians act unilaterally, so can Israel. Which is why, despite all their talk of declaring statehood, they haven't made the move for Israel can easily empty it of real significance.
A state can't just happen on their terms.
Shy Guy, I agree with you. How do Israel's dhimmi Jewish leaders feel about negotiating with someone who thinks the Mufti is hero, who collaborated with the Nazis?
What we have is a country full of cowards. Israel might as well be negotiating with the Nazis today for all the difference it makes.
That is exactly how Israel got there.
