Carl, I'm of the stringent halachic opinion that not only are you permitted to listen to that music during the 3 weeks - you are OBLIGATED to, in order to increase one's suffering and mourning.
If anything, it is now forbidden to listen to that music under the trangression of Tza'ar ba'alei chaim.
Shy Guy, all Israel needs is big loudspeakers to pump that music 24/7 through Gaza and I'm sure the Tza'ar Ba'alei Chaim would most heartily approve. It is forbidden to Jews but it would be yasher koach to make the life of the enemies of Israel truly miserable.
