If Abbas really decides not to run, Mohammed Ghaneim is his likely successor. But the chances of him stepping down are unlikely. Arab leaders cling to power until they die in office or are overthrown. There is no one leader in the Arab World who has retired peacefully. And you can be sure Abbas won't do it unless he loses all support in the PA leadership.
