Diaspora Affairs Minister, Yuli Edelstein (Likud) said in response to the cabinet's decision concerning freezing Yesha building that "the construction freeze means freezing births and marks a concession to the transfer of Jews seeking to settle the Land of Israel. This move will endanger the security of Israel and will not advance us one iota towards peace," he added.
So why didn't he vote against it?

I understood from JPost that he's not a member of the security cabinet.The issue was brought before the security cabinet but not all the ministers.

The Post may have written that, but I don't think it's correct. We were told last night (by Israel Radio) that the vote was 11-1 and that only Uzi Landau voted against. We were specifically told that the Shas ministers (plural) had absented themselves from the meeting.
The security cabinet has seven members (Netanyahu, Meridor, Begin and Yaalon of Likud, Barak of Labor, Lieberman of Yisrael Beiteinu and Yishai of Shas).
The claim that only the security cabinet approved doesn't fit within anything else reported.
My understanding is the security cabinet forwarded it to the full cabinet Sunday and that vote there will be just a formality. I think Moshe Feiglin said that Netanyahu is in effect implementing Yossi Beilin's policies and the Right is cooperating in dismantling Yesha - that as he put it, the Likud and Shas haven't learned a thing from what happened to Gush Katif. As Kadima pointed out, Netanyahu has elected to follow Sharon's road. That is the import of the decision to freeze construction in Yesha for nearly up to a year.
