Congress wants to deny aid to 'Palestinians' until incitement stops: Will Obama veto it?
The House Appropriations Committee is taking up a bill to
suspend aid to the 'Palestinian Authority' until a reliable report is issued that shows that incitement against the Jewish State is on the decline.
Channel 2 reports Saturday night that the US Congress House
Appropriations Committee is debating cutting off aid to the Palestinian
Authority (PA) unless its ongoing incitement against Israel stops or is
significantly curtailed.
Under the new law, aid to the PA will be frozen until a reliable
report is released proving that it has begun cutting down its incitement
against the Jewish state.
US lawmakers believe that the bill is expected to pass by a large
majority vote in Congress, according to the daily. Intelligence Minister
Yuval Steinitz spoke with several US Congress members earlier this week
and expressed his appreciation about the legislative initiative.
"I met this week with members of Congress and thanked them for
proposing a law designed to stop the incitement against Israel in the
Palestinian Authority," Steinitz stated Saturday. "The initiative would
curtail the aid that the US gives to the Palestinian Authority until it
stops or at least significantly reduces the level of incitement it
levies against Israel." Steinitz added that the precondition of
reliable accountability for PA incitement before aid resumes is a major
step to solving the ongoing incitement problem.
Steinitz recently turned down a joint committee with the US over the
PA's incitement against Israel, citing concerns that a committee would
be ineffective.
"There is no point in convening a committee that will be a
cover-up for continued incitement by the Palestinian Authority," he
stated.
But here's the real question: Will Obama veto any legislation on the issue? Because you can bet that President Hussein Obama and his Secretary of State John FN Kerry are going to oppose this....

As Kerry makes deal, Steinitz calls 'Palestinian Authority' anti-Semitic
With US Secretary of State John FN Kerry touting 'progress' in the 'negotiations' and heading for an
unscheduled visit to Saudi Arabia on Sunday, Strategic Affairs Minister Yuval Steinitz acknowledges the reality that the 'Palestinian Authority' is
anti-Semitic.
Speaking at a live interview panel in Nes Tziona, Steinitz said: “We
see the bitter incitement and the anti-Semitism of the Palestinian
Authority under Abu Mazen (a.k.a. Mahmoud Abbas) as a primary obstacle
on the way to an agreement. My impression is that Abu Mazen wants a
Palestinian state, without peace, without security and without a real
end to the conflict.”
Steinitz promised to raise the subject in Sunday's weekly cabinet
session. “In tomorrow's session, I will present new and worrisome
findings regarding the incitement index
– the messages in the PA's educational system and television. According
to these messages, there is a need – sooner or later – to destroy the
state of Israel and drive out the Jews," he warned.
"When you examine the level of Palestinian incitement, you cannot
avoid the conclusion that Abu Mazen wants a Palestinian state as another
stage in the continued conflict with Israel," Steinitz added..
"I am not giving up,” he said. “We want to reach peace, but we must
not ignore these things, because peace is not just a peace of paper.”

'Palestinian' incitement worse than ever
Strategic Affairs Ministry Director General Yossi Kupperwasser told the cabinet on Sunday that 'Palestinian' incitement - as reflected in the
incitement index - is
worse than ever.
Kuperwasser was asked to give a briefing on the "incitement index"
following Palestinian Authority President Mahmoud Abbas's speech to the
UN General Assembly on Thursday. Prime Minister Binyamin Netanyahu
termed that speech, where Abbas painted Israel in demonic colors, as
"dripping with poison."
Commenting after Kuperwasser presented his
quarterly findings, Netanyahu said "this is additional proof that we
are not talking about a disagreement over territory, rather about the
rejection of Israel's existence."
Netanyahu said the failure of the Palestinians to accept Israel's
existence within any border is the "root of the conflict." He said
Palestinian maps consistently showing "Palestine" as the entire area
from the Jordan river to the Mediterranean illustrates proves a lack of
acceptance of Israel's right to exist.

Kuperwasser presented the cabinet with a power point presentation called the Culture of Peace and Incitement index in the PA."
The
presentation provided examples, including those culled from Abbas
speech on Thursday to the UN, as well as the one he gave to the same
body on September 27, showing that the Palestinian Authority, through
its institutions and spokesman, is sending out three messages: the area
between the River and the Sea would eventually be restored to the
Palestinians; the demonization of Jews and Zionists in general, and
Israelis and settlers in particular; and that all forms of struggle,
including, the use of terrorism, are legitimate.
Kuperwasser told
the ministers that monitoring the facebook sites of schools in the PA
shows the degree to which the narrative that all of Israel will restored
to Palestinians has traction. He brought a number of example of maps in
school books and on the Fatah facebook page that do not show a state of
Israel in any borders to illustrate this point.
As evidence of
the demonization and de-humanization of Israelis, the power-point
presentation included a quote from Abbas speech to the UN on Thursday in
which he said that the creation of Israel represented "one of the most
dreadful campaigns of ethnic cleansing and dispossession in modern
history."

Questions from the incitement index

I discussed the government's new incitement index in an
earlier post. Noah Pollak raises a few
questions that should be considered by US officials.
The list goes on at nauseating length, documenting the incontrovertible fact that the Palestinian Authority is very much still in the terrorism game — and, it must be added, all while funded by the United States and European governments. The incitement index raises troubling questions: Isn’t it time for Congress to hold hearings on the use of U.S. funds by the Palestinian Authority to promote terrorism?
It is also long past time that U.S. officials asked an even more important question of their Palestinian counterparts: Why do you denounce terrorism that happened a few days ago, but celebrate terrorism that happened a few years ago? Does the passage of time transform murder from a “despicable act,” as Abbas said today, into a cause for celebration? It is clear once again that Mahmoud Abbas and the PA are simply playing their old game — criticizing terrorism in English while glorifying it in Arabic. Israel cannot make peace with people who do that.
But what about Israeli officials? Shouldn't our government be waving these questions in the faces of the quartet and explaining to them that we can't negotiate under these circumstances? Instead of repeating the mantra that we want negotiations without preconditions, isn't it time to tell our 'allies' that we cannot negotiate with an entity that continues to incite terror against us? Isn't it time to tell the Obama administration (in particular) that there is nothing to be gained from discussions with a terror promoting entity?

Finally: Israel to publish incitement index

Some of you may recall that four months ago, Israel announced that it had developed an
index to measure 'Palestinian Authority' incitement against Israel and Jews. The index was quietly buried, probably to avoid infuriating the 'international community' by pointing out their obtuseness in insisting that the 'Palestinian Authority' is interested in anything resembling real price.
Unfortunately, now that five innocent people have paid the price of the government's cowardice, the Netanyahu government now says that it will
publish the index.
The Security Cabinet decided Sunday to establish an index that would monitor Palestinian Authority incitement against Israel and the Jewish people. The "Culture of Peace and Incitement Index" was developed by professional Government and security establishment elements.
The announcement is linked to the horrific massacre in Itamar, which the government sees as resulting from PA incitement. Vice Prime Minister Moshe Ya'alon said Sunday that continued PA incitement would makes any agreement signed by it worthless.
The Index considers four main issues: Explicit incitement to violence, encouraging an atmosphere of violence and terrorism, incitement to hatred and demonization, and the failure to prepare people for positive processes.
It was agreed that the Index would be constantly updated and presented in various forums in order to influence the Palestinian Authority to stop its ubiquitous incitement to, and education for, violence.
The high-profile establishment of the Index could signal a shift in official Israeli policy vis-a-vis the PA. Israelis who favor appeasing the PA tend to ignore incitement activity, focusing instead on actual terror acts. These are usually not officially authorized by the PA, and are often carried out by groups whose connection to the PA leadership is difficult to prove. Moving the focus to incitement lays the blame for terror directly at the PA's doorstep and could put an end to the terrorist's shell game regarding responsibilty for the actual attacks.
Actually, it is far more likely that Israel will use the index to show why talking to the 'Palestinian Authority' is futile and that is a far better use than trying to influence the 'Palestinian Authority' to stop incitement. At this point, the incitement is so deeply ingrained in the 'Palestinian' populace that fifty years without it would not help - and that's without considering incitement they would continue to see by satellite from Hamas, al-Jazeera and other Arab networks.
Unfortunately, when our government claims that the 'Palestinians' are a 'peace partner' and are ready to make peace, the only ones it is fooling are those who are inside the government itself.

Israel to publish incitement index meter
Israel is to publish a new
index that measures incitement against Israel and Jews by the 'Palestinian Authority.
The meter comprises four central components: clear incitement to violence; an atmosphere that encourages violence and terror; incitement to hatred, demonization and failure to create an environment for positive progress.
The ratings are based on analysis of institutionalized Palestinian media and Palestinians schoolbooks and remarks of senior Palestinian Authority officials.
The cabinet decided during its deliberations on Tuesday that the meter should be regularly updated and presented in various forums in order to influence the Palestinian Authority into curbing incitement and education yielding violence.
Maybe they can trade it on Intrade.
