This song comes from Psalm 30, which is said every day after mourning prayers during Chanuka (abroad - in Israel it is only said on five or six of the eight days and not on the day(s) that coincide with the Sabbath and Rosh Chodesh).

mourning means to grieve over the death of someone you know
morning is the time of day before noon.
