Actually there was private Palestinian land. The owners were forbidden to sell to Jews yet many did anyway. Finally, there were threats against anyone selling to the Jews but it still happened because the owners wanted money. So, some of the land was legally purchased and some was stolen from the Palestinian owners in 48. You did not always get it right. Nobody does. Except for the Arabs, they never do anything wrong.
