The prohibition against sleeping with a girl over the age of three is only "without marriage." A girl over the age of three may "marry," and one who has sex with her is "fulfilling a commandment" -- not a sin, a commandment.
So "pedophilia is a commandment according to Halacha" should have been your title.

As you have written, sleeping with a young girl is permitted, as long as you marry her "according to the teachings of Moses and Israel."
