As an East Jerusalem resident, I am struck by a recent trend: many of my friends and acquaintances who hold Jerusalem identification cards – documents of permanent residency rather than Israeli citizenship – are quietly applying for and obtaining Israeli passports.And the West complains that the 'Palestinians' don't have any rights? It seems to me that they're becoming Israeli citizens so that no one can take all those rights away if God forbid there is ever a 'Palestinian state.'
It’s not immediately clear why. Current residents of East Jerusalem – numbering over 350,000, or 38% of the city’s total population – already go about their daily lives, shop at Israeli malls, use Israeli services, frequent Israeli restaurants and bars, send their children to study at the Hebrew University of Jerusalem, and receive Israeli social and health benefits. What does “upgrading their status” from East Jerusalem residents to citizens of Israel add? Why did East Jerusalem residents refuse the Israeli offer of citizenship in 1967, and why are they actively seeking to obtain it now, especially given that citizenship requires them to pledge the controversial oath of allegiance to the Israeli state?
In fact, their behavior is quite consistent with the results of a poll on which I reported last year.
The survey, which was designed and supervised by former State Department Middle East researcher David Pollock, found that only 30 percent said they would prefer to be citizens of Palestine in a two-state solution, while 35 percent said they would choose Israeli citizenship. (The rest said they didn't know or refused to answer.) Forty percent said they would consider moving to another neighborhood in order to become a citizen of Israel rather than Palestine, and 54 percent said that if their neighborhood were assigned to Israel, they would not move to Palestine.Who wants a 'Palestinian state'? Given the choice, it doesn't sound like most 'Palestinians' are interested.
The reasons for these attitudes are pretty understandable, even healthy. Arabs say they prefer Israel's jobs, schools, health care and welfare benefits to those of a Palestinian state -- and their nationalism is not strong enough for them to set aside these advantages in order to live in an Arab country. The East Jerusalemites don't much love Israel -- they say they suffer from discrimination. But they seem to like what it has to offer. Remarkably, 56 percent said they traveled inside Israel at least once a week; 60 percent said access to its Mediterranean beaches was "very important" or "moderately important" to them.
