What kind of army is this?

Shavua tov v'moadim l'simcha - a good week and a happy holiday to all of you.

An IDF soldier was moderately wounded Saturday morning, and his weapon was stolen, by what is being described as a 'criminally motivated' attack on the Tzrifin army base. Tzrifin is within the 'green line,' but there's still something very strange about this attack:
The soldier, who was on guard duty at the time of the attack, was not in the possession of a two-way radio and was forced to alert other soldiers on the base in order to contact the proper authorities, Israel Radio reported.
Huh? I realize Tzrifin is in what is considered to be a relatively safe area, but who leaves a soldier on guard duty anywhere without a two-way radio?

The Shin Bet (General Security Service) and the IDF are 'investigating.'
