El Al planes carrying IDF supplies cannot refuel in Europe
Several western European countries are
refusing to allow El Al planes carrying military cargoes from the United States to refuel in the airports. The result is that the planes are flying at half their capacities.
Italy, said El Al Pilot's Union Chairman Itai Regev, is one of many western European countries, including England, Portugal, Spain and Germany, that refuse to allow El Al cargo planes carrying IDF equipment from US military bases to Israel to land and refuel. Regev said that El Al's 747 cargo planes frequently carry crucial military equipment to Israel, but that the European policy forces the planes to carry barely half of their 90-ton capacity because of the inability to refuel en route. The IAF, Regev said, does not have the operational capacity to conduct such supply flights on their own.

I suspect that Gil Schwed is too interested in his company making money to do that.
