Breaking: Terrorists in Gaza kill Israeli civilian

A Gaza sniper shot and killed an Israeli civilian across from the Gaza border fence on Tuesday morning. The civilian was working on maintaining the border fence between the Hamas enclave and Israel. The IDF has responded.
In response, IAF aircraft and IDF tanks and infantry retaliated and targeted terror sites in the Gaza Strip. The sites targeted were a weapon manufacturing facility and a terror infrastructure in the southern Gaza Strip, a terror site and another terror infrastructure in the central Gaza Strip, and a concealed rocket launcher in the northern Gaza Strip. Direct hits were confirmed.
Lt. Col. Peter Lerner, IDF Spokesman: “The security fence is paramount in protecting the civilians of the state of Israel and preventing the terrorists from reaching our towns and communities. The IDF will continue to operate against those who use Gaza as a safe haven for terrorism against our civilians. Israel holds the Hamas terror organization accountable for all acts of terrorism originating from the Gaza Strip.”
Comments on the IDF web site indicate that there may have been civilian casualties. That's typical because Hamas embeds its weapons among the civilian population hoping to cause civilian casualties

So, we know where they manufacture their weapons, but we only bomb those facilities when they murder an Israeli civilian. How is this retaliating, and how does it make Israelis safer?
